Help with Excel Notice to Keeper PCN appeal

Hello all,
Some weeks after parking in a local supermarket, I received a PCN for apparently having exceeded the duration which I was permitted to stay. I've contacted the supermarket themselves, but progress has been slow and now I've only a day left to register an appeal. I would have simply sent the template letter, but in this case I think something else is worth mentioning, which is that I believe the 14 day maximum period between the alleged violation, and the date which the PCN should have been sent out by, has been exceeded according to the PoFA guidelines relating to NTKs, as per this thread:

    It's a non-POFA NTK anyway.  Look at the wording of the bottom paragraph. Excel are saying they would pursue the keeper 'on the assumption you were the driver'.

    That's the opposite of POFA.

    In fact, if it were that easy to pursue a registered kerper there would have been no reason for the specific Schedule 4 'keeper liability' legislation in 2012 at all!

    But the appeal won't actually WORK...you realise that?!  That's why landowner complaint is more important.  Is it Iceland?  Complain to the CEO instead.

    The IAS is a farce; a kangaroo court but you know all this, from the 3rd post of the NEWBIES thread.

    You also know not to pay.  Of course!

    It is Iceland, and the basis that I'm entering the appeals process is presumably only to buy more time to convince Iceland that the PCN should be waived.
    However, I've just realised that the deadline for the appeal isn't the same as the deadline for payment, and apparently expired on the 5th. Their website seems to permit me to register an appeal anyway, but I'm not sure which option to select on this form:
