    Yes, the chargeback only applies to credit cards*. More specifically, it is a process provided by credit card networks. Both the Visa and Mastercard networks have a system for chargebacks, but this doesn't mean every credit card provider offers this.

    Some people, like jaffa30, also refer to the act of filing a Buyer Complaint with PayPal as a "chargeback". PayPal's complaints system is not part of the chargeback system provided by the credit card networks.

    If you pay through PayPal using a credit card, and PayPal can't help, your next line of protection would be a chargeback. The terms and conditions given to companies and banks taking payment by credit card, by both Visa and Mastercard, give you protection beyond the minimum provided by English credit law.

    *Visa has made a statement to the BBC TV program Working Lunch that their terms and conditions also allow for a similar process with their debit cards, in the case of "breach of contract".

    I called halifax and they reckon it might be covered under direct debit gurantee (have to find out from my local branch and get a claim form)

    would it be sensible to wait 9 days and see what paypal do or should i just go ahead and file a claim at my bank if i can ?

    You really should wait for PayPal to finish its complaints procedure. The PayPal UK Buyer Complaint Policy states the following.
    We reserve the right to terminate or limit account access privileges of buyers in any of the following cases: …consistent failure to pursue PayPal's Buyer Complaint Process before pursuing any alternative reversal process provided by the buyer's issuing bank.
    I've never heard of a bank suggesting you might be covered by the Direct Debit Guarantee, so that's news to me. If your bank were to give you your money back on those grounds, it would be very interesting.

    The only sure way of chargeback and Section 75 protection is to pay ypu paypal by credit card.

    Some sellers are now saying in the listings that they will ONLY accept payment from paypal accts which are paid by direct debit (to avoid chargebacks)!!

    paypal chargeback works with direct bank transfer or credit card thats why its called seller protection
    you have filed a claim with paypal let them look into it first as what will happen you should have filed as goods not recieved etc
    they will then give the seller 10 days to eneter a tracking number for the item
    if he doesnt supply paypal with TRY to recover your funds if its dodgy you will have to chase paypal by phone as you are only allowed to claim once per transaction
    i would also speak to your bank as they may be able to help in recovering any funds that paypal cannot cover.......
