Thats 50mm wide. Unlikely to fit through the ops pipe.

Does your neighbour mind it draining like that? To unblock, can you poke a drain rod back in through the pipe?

My guess is a stone or something like that jammed in the corner. Best direction to try to dislodge from would be where the water should exit. 

Agree with thisisweird you need to put something over the drain hole to stop bigger bit of debris getting in there in future.

The business end of my jet washer is about 15mm and the pipe could be 100mm,  there has been no mention of size however 100mm is more likely for drainage
