Blocked drainage hole on concrete balcony

Does anyone have any suggestions how I can clear the drainage outlet on my balcony please?
I assume it is blocked with silt or wood shavings (recently had a floor laid and they were cutting on the balcony).
I have tried brushes but it doesn’t seem to touch it.
I’m sorry the photos are not very clear - the last one of the white plastic pipe is how the water would normally drain out over the neighbour’s garden below.

Surely you just need to jam something in it to dislodge the blockage? you can get bottle brushes so just get a good sized one of them, or find some kind of sink drain unblocker device and use that1

I find a length of net curtain wire usually does the job of unblocking pipes/bends. Helps if you leave the hook in the end of the curtain wire.1
