If the sister has the basic account then they will not under any circumstances give her an overdraft (even in these circumstances).
So if the cheque is still missing I would be tempted to say - right it is lost I will get in touch with Tesco pensions and ask them to stop the original cheque and reissue a new one.
When she gets this - just put it through the clearing system and wait for it to clear.
She will not have enough cash in time to buy the car but perhaps the garage will keep the car longer for her if she extends the deposit by whatever she can afford to show that she is not messing them around.
I don't know of any other way unless a family member can lend her the money until it is sorted out.
If they are not prepared to wait - at the end of the day it is only a car! - there are millions of them on garage forecourts all over the country.

I fully realise all this is puzzling you. But you still haven't answered the basic question as to whether the cheque Halifax sent to Tesco Pension's Bank - has arrived?
It's fundamental to 'special presentation' that the Tesco Bank ring Halifax on receipt - to tell them it will be funded. Has that happened? You can't have left Halifax without having that basic question answered?

day 7 the CHQ has not turned up so its lost , Halifax has give my sister her £12 back .
Day 1 My sister paid the CHQ into her Halifax account she was told because its a large amount and its from Tesco she will have to pay £12 and they will post to Tesco bank HSBC first class, My sister asked when it would be ready she was told Friday or Monday.
So day 1, 2. 3. 4. 5. HSBC told Halifax this CHQ has not turned up.
Day 6 just the same so i phoned Tesco they has started to look into where this CHQ has gone i fill find out 21/12/2007 and i will tel them to stop the CHQ because it will not turn up now.

There is no way in this world that you HAVE to send a cheque by special presentation.
Can't Tesco (if they cannot do CHAPS) send the money direct to her account using BACS ie she gives her sort code and account number (and roll number if there is one) they pay the money straight in.
By the way you cannot 'pay' for a better way.
A cheque either goes via the clearing system or it goes via post (and you have seen the consequence!).
Before you ask they will not send it recorded or special delivery.0 -

Tesco bank stopped the CHQ on the 20/12/2007
Tesco phoned today letting me know once they can confirm the CHQ has not be cashed they will send a new one out.

Sorry - you've had a bit of a trauma. Trust Christmas is better.;)
When you get the replacement cheque - put it in through a different Halifax Branch - or one of the Halifax agencies. As it sounds as though the one you used ... is full of morons.
As Ejones correctly says - they're totally clueless if they're telling you that a cheque has to be 'specially presented' because of its value. It's completely wrong .... and they appear to have misled you all the way through.
I wouldn't have accepted the £12 back .. from the Branch. I would (and recommend you do) have filed a formal complaint with their HO demanding a full investigation. And for the £12 back + a suitable additional sum to compensate for the professional negligence shown by their staff and the trauma its put you to. I'm not a 'compensation' person - but when something starts out as badly as this, then they defend the indefensible, then they decline to help sort out the problem they initiated .... it's time to ask a few questions of them?If you want to test the depth of the water .........don't use both feet !0 -
Just to let everyone know its the 27/12/2007 the CHQ has never turned up and today i phoned Tesco pensions and i have been told they have started to stop the CHQ but this will go on until 20/01/2008 then and only then they can send out the new CHQ and that will take another 3 weeks.
