ZZPS and QDR letters.

Hi All,

Before I start, i'd just like to add i have read the newbies thread and although it was a lot to take in i think i have understood most of it you'll have to forgive me if i repeat questions that have been answered :)

Just for context, i received a PCN for parking on 'private land' me and a few others where parked next to each other however, out of 4 cars only i had received the PCN which was confusing. We all came together and left together so it was since then i decided i would try my best to not pay this.

I received my first letter on the 21st September 2022 from 'GBP ltd'. since then i have received 2 letters from 'ZZPS' at the end of october 22 and the second 2 weeks later at the beginning of nov 22. I ignored all 3 naively. Fast forward a couple month and i have received 2 letters on 2/01/23 and 3/01/23 from 'QDR' with the first one stating they have been instructed by ZZPS who are acting on behalf of GBP to recover the debt and i should pay within 14 days or they'll pass it over to their litigations department. The second one they sent one day after says something similar saying if it is not paid within 14 days they will consider county court proceedings and i will have to pay their legal costs which will be more than the debt. These do sound like empty threats however, since this is my first time dealing with this i am starting to feel unsure.

Is it too late for me to respond using the template in the newbies thread regarding who was driving or for that matter is there any response i can give now to help my case or should i continue to not respond. Any advice would be much appreciated as im not really sure what else i can do apart from continue receiving these letters until they send a letter before claim.

Thank you in advance for any advice.

    Hello and welcome.

You are receiving debt collectors letters. The fourth post of the NEWBIES thread explains exactly how to deal with them but to summarise that post... ignore them.

Who are GBP Ltd? Not a company I have heard of. Can you please tell us the full name.

Where exactly did this alleged parking event take place?

GBP management LTD i think they are the landowners. It was in an area of new builds it was definitely private land and there are signs, however, it is very unclear as to where you can and can't park. I assume you can't park in the whole area but, there are yellow lines in certain places and there aren't in others so it is pretty confusing. Also as mentioned i was with 3 other cars 4 including myself and i was the only one to get the ticket even though we where all parked together (not on the double yellows). All a bit confusing and unclear really.

A small time player. I can't recall GBP Management Ltd being mentioned here before but they are a BPA approved operator.

From Companies House, GBP MANAGEMENT LTD, Company number 07091641, was Dissolved on 12 July 2011.

Companies House also records GBP MANAGEMENT LTD, Company number 13452829, which was Incorporated on 1 June 2021.
This relatively new company is the one mentioned on the website www.gbparking.uk, which in turn is the website mentioned in the BPA's Approved Operator list.

They usually state either Letter Before Claim or Letter of Claim and inform you that you must respond within 30 days (as required by law) before they initiate a court claim. You can easily spot any debt collectors letters as they require a response within 14 days and can be safely ignored

So you are aware, ZZPS and QDR are bed fellows. ZZPS, run by a bod called Osner who turned the BPA into a scam membership club

ZZPS simply cannot do anything and as they are only sewer living critters, they cannot instruct QDR .... ONLY GBP can do that
ZZPS lie through their false teeth

And this shows QDR lie as well ?    But, no surprise, they are an offshoot of the disgraced Wright Hassall solicitors, which is another story.

As said, if QDR send you a letter before claim come back here so we can help you scupper them/

No doubt ZZPS/QDR has added A FAKE £60/£70 ?    Of course, it's the OSNER scam which turned the BPA into a scam outfit

GBP have been around just a mere 18 months.  Small fry operator trying to join the big boys on the gravy train - before it's derailed.

Got a few job vacancies on offer for parking weasels. Just look what their main job will be ...
THE JOB WILL BE ISSUING PARKING FINES TO ILLEGALLY PARKED VEHICLE.
Got it in one there, Omar!

Jeez I am fed up with all the new kids on the block (new parking operators whose only thought is issuing 'fines'.

According to an RACF article I remember last year, PPCs who got DVLA data increased from about 97 firms some 5 or 6 years ago, to about 170 now.

The new regime needs to naturally cull the worst ones. I suspect there will be big players who will fall in a year or two, but also a lot of new ones, like this bunch, definitely won't cope with the new statutory Code.  I predict their days are numbered and quite right, too.  That is a good thing.

Survival of the fittest and fairest.

Ignore QDR. Come back if you get a LBC or claim.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
