I've had banks sort out before issues and they "freeze" the funds forcing the other party "to the table". So it does work.

If it is fraud or such. But this is not.

This has nothing to do with the bank & OP has already said dealer has offered a solution. It is just the £400 charge that is being questioned.👍
But without the answer to the question posed, then no one can advise either way.

It doesn't work if the payment was a bank transfer. Only if a debit card or credit card, then they can do a chargeback or an S75.
BT is the same as paying cash.Once it's gone, it's gone.
