Broadband Deals/Links That Are Not Getting Honoured - Vodafone and Virgin - New business model?

I have just signed up to 2 separate deals and wanted to know if other users for the deals are getting voided or ignored as a new practice to stop paying customers the deals or am I really that unlucky? And this isn't the first time this has happened.
I purchased and setup one for my parents house - MSE Vodafone with a £100+ gift voucher and one for myself - MSE Virgin with £100 credit on the bill.
For my parents everything was ordered through MSE for Vodafone, the week prior to installation they cancelled the order with no notice. I had to get in touch with them to find out why and get it reinstated so they didn't get stuck without a phone and broadband. After this was done I got in touch with the team who provide the vouchers to be told that they couldn't give it out anymore as a new order had been raised rather than it getting reinstated. When the engineer has attended to fit the router they have opted for the easiest option for them and fitted it at the front of the property in the bedroom (where there are no devices) in a concrete building, so now the signal is so poor in the front room I have had to purchase a wi-fi extender. Other properties in the block - (warden sheltered housing vulnerable customers etc) - are in the living room.
I have raised a complaint to Vodafone about it and will see where i get.
On mine i have signed up to the MSE exclusive virgin media 250mb with £100 off the first bill only to be charged £47ish in the first month. Again I have had to raise a complaint.
If they don't honour the deals are they in breach of contract or do they delay it so that by this point you cant change the service to another provider? Can I charge for my time with the time to raise these issues?
