Saw through the plastic hinge on one side, then the seat will slide off. Next undo those grub screws and remove the metal hinge part. There 100% will be holes under them.
if the mateal hinges are stuck try and turn them , might loosen enough to get a junior hacksaw under to saw through the bolts, or a multitool

The screw that I can see clearly doesn’t look rusty. I suspect that the wrong screwdriver is being used.

BEFORE you do anything else please post a photo of the screwdriver!
Thats why I suggested it might be an Allen key or maybe even a torx screw
    Exactly so.
No reliance should be placed on the above! Absolutely none, do you hear?

Won't that white cap prize off with a screw drive I can't see the reason it should be there, and that screw looks like a Torx to me

It is not a cap, it is part of the toilet seat that a spindle goes into

I’m not sure that OH is wrong about drilling the screws out, but let’s check that he has been trying to use the correct screwdriver first.

Millie no offence but I can't see that cap being part of the toilet seat. It's a different colour for a start.

I suggest inside the other plastic part where you see the screw,  is a peg of some sort that fits in the hole in the toilet pan, that screw is like a grub screw designed to keep everything in place
