We have a TSA combination lock on a baggage strap that decided to malfunction when we were at Rhodes airport. The strap was across the slide out handle making it difficult to move the very heavy suitcase, so we went to the security people asking if they had a key for the TSA lock so they could unlock it for us.  They didn't have one! Goodness knows how they get into suitcases of interest there.

There's absolutely no reason for airports outside the USA to have keys to TSA locks.  No other country that I'm aware of requires TSA locks to be used.  I'm sure any security team requiring access to a suitcase would have something with which to remove the padlock.  Probably darn great bolt cutters.

Just because it's not a requirement outside the US, doesn't prevent other countries piggybacking on their system and using keys instead of something more damaging does it.

If you ever need to get into a suitcase (or anything else zipped), wiggle a biro in between the teeth and they'll peel apart like a packet of crisps. To reclose it just pull the dangly tag thing round as normal and the teeth will marry up again.
