CP Ltd proposed "Parking Fine" M4 Services

I tried to keep it brief, 
I received an unsubstantiated parking fine based on the accusation of over-staying the free 2hr period; with photos depicting my entrance and exit to the Moto services at Junction 47,M4 Roundabout. Firstly being local to the services I frequently visit the fast food outlets namely for a coffee(perhaps too much, some would say!)and secondly I certainly have better things to do than to stay for a period exceeding 2 hrs.
They state my stay period was from (05/12/2022 16:12 to 06/12/2022 07:56) with no date/time stamp attached; so unless I was overcome by dangerous gasses and passed out in my vehicle or suffered a medical emergency thus leaving my vehicle unattended for said period.  I can't for the life of me see how this is possible other than photos depicting separate occasions giving the assumption of such.

To provide me with an "In capture" and "Out-Capture" photo merely confirms my opinion that they prey on people on the assumption that it easier to pay to avoid further harassment. Unfortunately that's not me. The letter dated 16th December 2022, I received on Saturday 29th December 2022, 14 days into they're 28 day response period. I have followed their appeals procedure and emailed them to stop their proposed enforcement of further charges and posted the same via signed for recorded delivery.

So I came across this forum and thought it important to emphasise not to be intimidated by these lower form of parasites preying on people.
I'll keep you posted if you want me too. I myself will certainly not be intimidated into paying for something I'm not guilty of....

    Should be in the parking forum, I have reported for moving. You will get help with the correct way of doing things there, just sending a "go away, I'm not paying" letter is unlikely to help and their "appeals" system is nothing more than a sham kangaroo court.
    Classic case of double dipping.

    PS You haven't kept it brief! You could have given the relevant facts in about four lines  :)

    Seems as if it is a "double-dip" scenario where the ANPR camera missed one of your exits/entries.  You should send a complaint (making sure they know it is NOT another appeal) asking them to search their photo database for the "orphan images" (use those words) that they are supposed to check before sending a PCN!
  • The appeal process at this stage is purely based upon the link     (https:// )  (appealpcn ) (.co.uk)                                                                provided within the initial letter issue by CP PLUS Ltd I received. 

    I've attempted to attach a scanned image in PDF format for information purposes, i.e. the reverse of the parking correspondence but it wont allow me to do so on here. 

    I agree that the ANPR images within the correspondence letter I’ve received simply depict the exit/entry on separate occasions are either manipulated, a simple oversight or a case of maybe “Computer says No” scenario. This being the case the “Orphan images” as you put it should be on their database to substantiate the truth.


  • I've received a letter today from CP PLUS Ltd, quoting
    " this Charge has been cancelled in full and no further action will be taken."
    If I'm able to upload both the letter I sent and this current letter received to date I will.

    On a side note although I didn't disclose this within my initial response to CP PLUS Ltd, my debit card payments and
    receipts reflect my movements establishing me to be elsewhere during the presumed time period.
