Shop elsewhere then send a copy of the receipt for a huge amount to the CEO of Tesco explaining why you will never shop with them again unless the charge is cancelled, and the amount on the receipt is how much per week they will now be losing.
Complain to your MP as well. It's the only way things will ever change.

This grew into TESCO who no longer value customers with the parking scam. Tess Cohen would be turning in his grave at the inconpetant management of Tesco who operate today

You have to reply to that trash and tell Tesco that Horizon are lying to them. Tell him/her to insist on cancellation because a 'debt collection agency' is just a bullyboy third party letter-churner and not a special or court stage.
The involvement of bullyboy scum letter-churners costs Horizon nothing at all. They can and will cancel AT ANY POINT and have incurred no costs.
Tell Tesco that letting their agent get away with this sharp practice is like the tail wagging the dog. This is nothing short of embarrassing that Tesco believe such rubbish from their notorious agent from a rogue industry. Tesco failing to fight the corner of customers when no-quibble PCN cancellation is always open to them under their contract, will lose credibility and custom.
This case is currently being viewed and discussed on the largest consumer online forum in the UK and the forum advisers are more aware than Tesco appear to be, that 'debt collection' stage means diddly squat. Horizon are trying it on and Tesco are weak to fall for it. I suspect that the efforts of the rogue parking industry in using credulous/scared consumer victims' money to legally kick the can down the road, will at least have achieved inevitable delays. There's no two ways about that.
Especially given we are all anticipating the promised certainty of yet another Public Consultation first. Last time it took the Government some 6 months to trawl through the responses and come out the other side with the published Code in February.PRIVATE 'PCN'? Maybe they learned something from this and won't be so quick to say that Horizon can't cancel a PCN just because it's gone to the 'no win no fee' letter-sending bullies.

A final Public Consultation is coming.
We need you; motorists need you to help us make a difference forever. What a waste of your time this was, and why should there be such a litigation culture in parking? It's truly horrible being pursued for £100 plus false 'fees' for no reason, by an ex-clamper aggressive firm, isn't it?Join us in trying to end the conniving PPC and DRA 'added fees' fuelling the court culture. There will be one window of opportunity - the Public Consultation is anticipated very soon.
Together, we can stop the rotten parking industry from riding roughshod over the new statutory Code and the charge level caps, and otherwise bullying all motorists forever, using the regulation to gain kudos and status.

The PPC money-grabbers have blocked the new Code by filing for Judicial Reviews. Stopped the declared and much welcomed parking code from February 2022, which stated that added £70 false 'DRA fee' extortion was to be banned and that parking levels would start at £50.
It's on hold. Motorists urgently need it reinstated and the ban on false 'DRA fees' confirmed, to stop the rot.
This year will be your chance to make a difference, plus any other drivers you know (family, friends) who are also fed up to the back teeth with the greedy and unscrupulous parking industry and the stranglehold they have on people.
We need high numbers of real victims to make a point of responding to this final Consultation.
