People don't just call a CO for theoretical advice (if that is what they want there are professionals they can pay for information) - if someone calls a CO for advice it is because they are thinking of doing work. If the caller doesn't want the CO to know who they are or which property is involved the CO will naturally imagine the caller intends to conceal work for which consent is required. Starting your relationship with the CO on a bad footing like this is not a good idea.

As per my previous posts and before anyone else said, for those exact reasons I recommended the conservation surveyor/officer was contacted.

They aren't 'surveyors'. Some councils may employ "conservation surveyors", but they would be in a different department doing a very different job.P.s. Being first isn't that important, being accurate and clear are much more important when giving advice.2
