If it gets stuck on a single rate and it happens to be the day rate, then you bills could go up. However, why even risk an issue? You definitely will not just get left without electricity. I recall some years ago our teleswitch failed and needed to be replaced. The night storage heaters were totally inoperable until the replacement switch was fitted.0
