    When I tried to add this year's ISA allowance to the National Savings ISA (not fixed rate) I'd opened using APS from my husband's ISA, a message came up in a red box to the effect 'cannot proceed because maximum ISA limit reached' (though only just over £1000 in account). When I phoned to query that, I was told the 'guff' as in message above. (I've now invested elsewhere but maybe I should phone National Savings again and tell them to learn the correct rules!)

    Is the NS&I ISA account a direct isa inherited allowance account? 

    If so, given that you have already invested the whole of your inherited allowance (you mentioned transferring his isas with various banks into isas in your name) could that be why NS&I won't let you add more to that particular account?

    If so, you can transfer that inherited allowance ISA into any other ISA that accepts transfers in as per usual. 

    I do sympathise having been there myself, it starts to scramble your brain - sorry for your loss.
