UK passport renewal - return of supporting documents

Hi - my wife recently completed a UK passport renewal. She decided to pay the additional £5 for the secure return posting of her supporting documents as she is dual national and these included her other valid passport. They arrived today - we were expecting these to require a signature on delivery but they were just left half sticking out of our letter box, sent via 'tracked 48'.
Is that what the passport office counts as 'secured' or has something gone wrong?

IME the supporting docs have always been sent by ordinary post, what about the passport proper?
And it doesn't sound much of a bargain either way.

I'm not sure if Royal Mail have returned to the process of signing for packages. Much easier for them simply to photograph something being pushed through a letterbox.
