I keep getting letters from this company citing I am  responsible for upkeep amd repair of plumbing and drainage system withing my home- this is understand i gave home insurance. But that i am also responsible  for repairs of the water supply pipe from the property boundary up to where it enters my home. They keep asking for me to take put insurance. Any advice on this and the realist if a pipe burst on my boundary?

They're trying to sell you insurance. Ignore them.

Yes, you might be responsible. See the "who is responsible" entry here:

On the whole, insurance costs more than simply saving money to pay for the bill if it happens. If you do decide to take insurance, shop around just like you would for any other policy. Don't just pay the first chancer who sends you junk mail.

First question, when you say "this company" it suggest you aren't actually supplied by Portsmouth Water. Is that the case? If they're your supplier then they are likely to try to sell you this sort of product. It doesn't mean you actually need it.
