    Yes I would, even though I think claims in Scotland have to be served in person by a Sheriff's officer or something (you can check that).

    I feel it is unsafe to leave a PPC with an old address.

    Second, I am about to move, is there anything I need to do in terms of informing the PPC of my new address? It seems like in England this is needed because they can go to court (until 6 years have passed), but I'm not sure here.
    It's 5 years north of the border (6 years in E/W) and, unlike E/W where the alleged debt can be pursued ad infinitum, albeit outside of the legal system, in Scotland after 5 years, the alleged debt is 'extinguished'. By law, it no longer exists.

    No. Just write an email making sure you use the word 'erase'.
