To clarify, were you trying to filter messages that were already automatically marked as Junk?

Outlook (and the other big mail providers) use a combination of complex, ever evolving, algorithms and users marking mail as Junk/spam, to apply rules to all mailboxes.
So if lots of users mark certain messages as Junk, this leads to messages to all users going into Junk.
In this way the system learns based on user actions.
The expected behaviour is not for users to use filters to mark as Junk, but instead to mark individual messages in their Inbox as Junk. If you do this, the automatic flagging gets better.
As more users do this, it gets better for everyone.
However, as the automatic marking as Junk isn't perfect, sometimes a legitimate message get marked, and you then need to mark as Not Junk.
Again, by doing this the system gets better.
So, while it is possible to delete Junk automatically, this risks deleting legitimate messages.
The correct process is to regularly review the contents of the Junk folder, and leave deletion to the automated process (usually after 30 days)
