As a keeper, I received a PCN saying "we issued the PCN to the vehicle as follows: Non Customer Parked in a Customer Only Car Park"

The sender is UKPS Ltd. I recieved the notice today (22/11) but the issue date is 6 days ago (16/11) so it seems like I've until 30th Nov to appeal.

There was no PCN affixed to the window and photos are from the CCTV.

I've looked at template (in the newbies post) but still not clear on what basis I could appeal for so it seems like I have to pay. I know some paid car parks allow like first 10 mins free but obviously they state it's private land. Please advise and let me know what other details you need from me.

As UKPS Ltd are IPC members, the keeper should have 21 days to appeal, not 14, but there is no advantage in delaying it.
This assumes it was not UKPS (NW) Ltd.

Send the appeal template in blue text you will find in the sticky Announcement for NEWBIES.

Send it unaltered from the keeper.

    Ignore debt collectors.

Come back to this thread if you get a letter of/before claim or a court claim in the next six years.

Sorry I was wrong about 14 days. It's in fact 21 days from the issue date. I mixed it up with my grace period deadline.

Not sure about their full name but that's how it shows on my letter and on their website, www dot theukps dot com.
Please bear with me as I will upload the letter after removing my personal details.

I've looked at blue text template again -
"If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it."

@Fruitcake has suggested to send it unaltered but I just wanted to double check.

You can remove parts of the template as long as you are confident that they are not relevant. Removing something important will do more harm than leaving in something that is irrelevant.

    The advice hasn't changed.

    Plan A first.

If that doesn't work then go to Plan B and send the initial appeal template in blue text to the PPC before the appeal deadline, then ignore anything and everything except a court claim.

Yes the Ts and Cs are ridiculous. It means someone arriving a minute before the shops open or leaving a minute after they close will get a PCN. It isn't fair but that's how PPC's work.

OK thanks. Plan A is to do the appeal using unaltered blue text (as advised previously).

Sorry I know you commented about T&Cs already above, but I just wanted to ask one more thing.

The notice on the site says that you should enter car reg in the tablet at either GB Electrical or Premier Club. GBE doesn't open on Saturdays (day of incident) and Premier club is permanently closed. Also, after 5pm its quite dark in Novemeber and there is no lighting by their signs. So, that's a trap on weekends for anyone who enters their car park.

Would it be worth enquiring about that as an extra in the appeal? For example asking about to send evidence of any grace period or option to pay parking fee for non-customers in the event of business not open? or please help with any other more suitable/appropriate wording for this.
    Thanks

Don't ask questions, just make statements.

Send the template unaltered, from the keeper.

If (when) it is rejected, ignore anything and everything except a letter before/of claim or court claim. Come back to this thread if that happens.

If you move in the next six years, send a rectification notice to the DPO of UKPS to erase your date and replace it with your new address for service.
