    It looks like there is another source of heat to the cylinder, in addition to the immersion heater, because I can see a cylinder thermostat whereas an immersion heater normally has it's own stat.
    How many pipes connect to the cylinder?

    You describe this as "Communual Heating"  which I take to mean a big central boiler in the basement and pipes to every flat -  with a meter for the heating.

    The pictures you show look like a conventional cylinder which has water for washing etc heated by electricity.

  • We have no meter for heating we pay a flat rate of around £20 for supply of hot water and heating.

    when I pressed Hot water it came out cold but 30 minutes later it was roasting but I have no idea all I know is I pay £20 a week to the HA

    I see that there is a motorised valve beside the hot water cylinder and a thermostat on the cylinder itself, so I would set the programmer (in your first picture) so that the Hot water is always on and make sure that the lower of the two switches (labelled water heater) is swtiched off.  That way your tank should (might?) heat from the communal system at whatever time the water from the central boiler is hot.

    Your tank has an electric immersion heater.  That's powered by your electricity.  I think it should be turned off unless the communal heating breaks down.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.
  • Ok I have done with the other tank use electric or does that run of the heat from the boilers

    I suspect the reason you had no hot water but you did 30 minutes later, the rest of the community had used it all up, maybe that was the peak time and thats how it goes on communal heating systems. Like I have said before it's a learning curve, you will get used to it, keep your eye on the electric meter though 
  • Yeah new system thanks for your help I slowly getting used to it just. Been so use to having a gas boiler switching to this just throws you off
