Is financial compensation namely EC261 applicable in this situation - asking for a friend

New flight proposed more than 12 hours after than original 

new flight incurs a 13 hour hold in Kenya where original was 3 hours.

No, EC261 only applies to EU airlines or flights departing from the EU, and the same principle applies for the UK version, so flights on non-EU/UK airlines originating outside EU/UK aren't generally in scope of these regulations (although some other European countries choose to abide by them).

Your friend will need to consult the airline Ts & Cs and any relevant consumer legislation in Uganda or Kenya....

That covers reimbursement of necessary accommodation and subsistence expenses, rather than compensation as such (which is a separate aspect of UK/EU 261), but is a universal obligation, so applies here.
