Rescheduling the same as cancelling/delaying?

My friend got an email nine hours before his flight, saying that it had been rescheduled to the next day, with a slightly different flight number.
Does this entitle him to compensation in the same way that a cancellation or delay of the same period (20 hours) would? Or is rescheduling with a different flight number a way of getting out of it on the part of an airline?

Googling rescheduling compensation hasn't turned up anything.

    If its a different flight number then its a cancellation and rebooking.

    That depends on the reason for the cancellation - he wouldn't be due compensation if it was "caused by extraordinary circumstances which could not have been avoided even if all reasonable measures had been taken", but if it was within the airline's control then it should be paid....

    From the email:
    "...delayed due to the late arrival of the inbound flight from Bangkok, caused by a technical issue that has been now rectified."
