Rescheduling the same as cancelling/delaying?

My friend got an email nine hours before his flight, saying that it had been rescheduled to the next day, with a slightly different flight number.
Does this entitle him to compensation in the same way that a cancellation or delay of the same period (20 hours) would? Or is rescheduling with a different flight number a way of getting out of it on the part of an airline?
Googling rescheduling compensation hasn't turned up anything.

If its a different flight number then its a cancellation and rebooking.1
