Was she eligible during the relevant assessment period?

    Universal Credit

You were eligible for the first Cost of Living Payment of £326 if you were entitled to a payment (or later found to be entitled to a payment) of Universal Credit for an assessment period that ended in the period 26 April 2022 to 25 May 2022.

You will be eligible for the second Cost of Living Payment of £324 if you were entitled to a payment (or later found to be entitled to a payment) of Universal Credit for an assessment period that ended in the period 26 August 2022 to 25 September 2022.

The payment will be made separately from your benefit.

    Universal Credit ‘nil awards’

You will not be eligible for the Cost of Living Payment if your Universal Credit is reduced to £0 for the qualifying assessment period. This is sometimes called a ‘nil award’. Reasons your Universal Credit may be reduced to £0 for an assessment period include getting more than one payment of earnings, your or your partner’s earnings go up, your or your partner’s savings go up, you start getting another benefit.

Pedant alert - it's could have, not could of.

Was she getting a UC award during the second assessment period? If yes then she needs to be more patient. And if she's that bothered, perhaps try to find things out for herself?
There are delays with payments for some people.
    From the main site:

"Update: 16 November 2022: The Government says some seven million families – over 99% of those eligible – have now been paid their £324.

It added that, in a small number of cases, an automated payment has not been possible, for example where universal credit payments are split between a couple or where the system didn't recognise a household's details.

Those payments will instead be made manually – so don't worry if you haven't got yours yet, as it could take a bit longer. A dedicated page on Gov.uk for reporting missing payments will launch next week."

Second cost of living payment to be paid from today – here's who qualifies, how much you'll get and if you need to apply (moneysavingexpert.com)

Your friend needs to have a little more patience, as previously advised if she's entitled to then it can be paid anytime up to 23rd November. Just because she received the first payment doesn't mean she's entitled to the 2nd payment.

    Does she understand it?

She should know what her assessment period for payments is.

Did she have an assessment period that ended between  26 August and  25 September 2022.

if she did , did she get a payment for that assessment period?

If she did , then she will be due a payment,

Nobody can tell her when it will be paid as it will depend on when the payment is processed.

Not all the payments can be processed at once so they will be paid out in batches.

Nobody can tell her what batch her payment would be in so there is no point in her  nagging you.
