Unless the keeper lives in Scotland, don't bother with CAB as they are generally clueless about the unregulated private parking industry and often give terrible advice to motorists.
As well as complaining to PALS and the head of the hospital trust, your mum should also complain to your MP.
Did the pay machine issue a receipt to say the charge had or had not been paid or that it had been rejected? We have seen a recent spate of motorists paying a charge to park only to find after the parking event that the payment has been cancelled or rejected by the recipient. This is a scam to deliberately generate a parking charge notice.
She had one rejection receipt which I have a copy of but the card she thought worked, there was not rejection receipt but no payment seemed to have been taken either.0 -

Replies getting put into the grey box is a system bug. If you start typing in the white space under a quote, then it is fine, and you can in addition edit the other posters quoted text such as highlighting sone of it in bold.
If however, you start typing in the grey part of the quoted text, you cannot then post in the white space underneath.
Has your mum sent the complaints yet? That is always Plan A.

I'm managing it all for my Mum, she is 76, and not really up to sorting all this out. She was considering paying but I said no.
I emailed PALS on Thursday but haven't had a response back yet and I have a letter to the CEO of the hospital trust ready to post tomorrow.
I don't think my Mum still has the parking notice but we do have the notice number and all the details from the Debt Recovery Plus letter.1 -
Hi,
Just picking up on this. RE parking notice given to my Mum after initial payment card failed in March (receipt given) and the next one failed without her knowledge. Appealed immediately via website, received Debt Recovery letter November.
I've not received a reply from either PALS - email sent 17th November or the CEO of the hospital trust - letter sent 22nd November. I tried calling PALS today but can't get through, or any other day I previously tried. I've sent another email asking for a response.
I'm wondering if I need to do anything further on the appeal side. The appeal I sent was through the CPMUK website. All I have is the screenshot to show it went through but it was not an appeal letter as described on the newbies thread.
Just wanting to ensure I've covered everything correctly.1 -

I did do it on her behalf using her ipad but I can’t remember if it was a form - if it had boxes to fill out for keepers name I would have filled out her details. I do remember explaining that the card didn’t go through and sending the evidence but I can’t remember if it was as third-party on her behalf or as her.
Do you happen to know what their appeal form looks like?

I should probably add that the initial appeal was made before I found this site and all the advice, so didn’t follow the templates letter format found in newbies. I only came to this site following the debt recovery letter.0
