The "reissued appeal rejection" was dated Friday 28th October. So, 28 days is this week - Friday 25th November.
Can I still submit it later than that ? I have read I can submit it on day 30/31. However, I am worried that if I go past 28 days I won't be able to submit it.

You have 33 days for a POPLA code to work, honestly. But don't leave it.
Didn't blab about being the driver in the first appeal? You obviously have 100% win, because there can be no keeper liability. Easy win. If only everyone would come here first and realise that.
Driver admitted by mistake in your first appeal?
If so, your appeal must use the APCOA signage photos as shown in other Heathrow POPLA threads. There is one thread full of them. Nothing about £80 on the signs, except one.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
