Help to Buy ISA transfer issue

I decided to transfer my Help to Buy ISA to a normal Cash ISA due to lack of any hope of getting a home any time soon or far.

I told the new bank to transfer the full amount.  The transfer went through but the full amount was not transferred.   £1400 was left behind still in the HtoB ISA.  Occurred to me this morning that, that £1400 was the initial deposit put in there.

Is there a reason the initial amount can't be moved or is it just some odd admin error?

    The maximum first month amount was £1,200, not £1,400, i.e. the normal £200 monthly amount, augmented by the one-off £1,000 that could be contributed on opening.

    Anyway, that's essentially a side issue - if you requested a full transfer but didn't get one then you need to take it up with the new provider.
