Solar panels not registered for Fit ... mis-sold?

I helped my mother purchase a property from the local housing authority and had to buy the solar panels which was an additional £2,000. We have spent the last couple of months trying to get a change of ownership to now find out that they were never registered for a FIT or even at all with goodenergy
They have been on the house for 10 years, does this mean that the promised lower rates never materialized for her? Just looking for advice as to what options are available ?
The lower rates she was promised obviously never materialized when they were offered to her. Has no one been benefitting from the solar energy drawn in ? If not then would it be advisable to put a claim in as the she has now purchased something that wasn't as described and/or working or as mis-sold?

The devil is in the detail of what you were offered. Did they actually say "FIT" in any paperwork?
Without the FIT it is down to self usage, i.e. try and use the dishwasher or washing machine etc as much as possible near mid day and preferably on a sunny day, and some or all of the electricity the machine uses will come from the solar panels and so reduce your electricity bill.
Do you have ANY paperwork relating to the panels? e.g anything that mentions MCS anywhere on it? of so you can claim the Smart Export Payment from one of the energy providers.0 -
Her conveyancer/solicitor should have confirmed the status of the solar panels prior to exchange, assuming they were told they were present.

What do you mean by the lower rates she was promised? If you've got solar panels, you will benefit.
