Complain to the property agents who run the retail park.  They are the ones who probably contracted IpServ.

You can find who that is by Googling the name of the retail park if it has one and looking for the agents who market the shop units.

Or maybe they are identified on a sign at the entrance (NOT Ipserv's sign).  Or maybe you can find newspaper articles about people with a PCN and the journalist might have named either the landowner or the agent that runs the place.

    Have you done this?
Not yet. Will they be able to provide the details from the log in the trampoline park?
If they are REAL, then yes.   they won't, it will be excuses and rubbish.
But I see that IPserve is a very dodgy set up who will have to prove to a judge their claim, logs and all

County court is often a brick wall for money scammers

A complaint to the landowner is NOT an appeal asking for the log from the trampoline place.  They won't have that!

A complaint is what the NEWBIES thread says it is - a complaint about your experience, this harassment, how angry/anxious it has made you, that you don't feel confident to return, etc. and that you know they contracted this notoriously aggressive parking firm, and you are desperate and scared and are asking the landowner to step in and cancel the PCN to restore your faith in the site...
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'm struggling to find contact details for Ipswich Borough Assets (IBA). It looks like it's a commercial arm of Ipswich Borough Council?! Can anyone help?

There's a whole massive thread about making complaints about IpServ which you will find when you search.

I think the thread starter was something like  @Cardriver45

Oh my goodness...you sent me down a rabbit Warren and I'm not sure my head will recover! What I have gleaned so far, however, is that IPSERV is actually part of Ipswich Borough Council as is, I believe, Ipswich Borough Assets! Can this be allowed?? From what I can tell so far (I have only got as far as page 14 of 40)...the op in this case was complaining about specific dates of letters sent etc. I am a mere mortal and don't have the capacity to interpret a lot of the jargon used so am now in a bit of a tiz as I don't know where to start or how to relate these extensive examples to my own predicament! I wish I'd got the original letter with the fine as I feel it's too far down the line to complain. - is that right? Just seems a total scam though! Why don't they just put a massive sign up saying 'THE COST FOR PARKING AND USING BUSINESSES IN THIS PARK IS £60.' Then people know where they stand! I, for one, won't be going back in a hurry but I'm not sure where to start with sorting all this!
