Late delivery of PCN from LB Waltham Forest due to Post Office Strike

Anybody in the same boat as me in receiving a PCN late due to the recent Post Office industrial action? Much of my post was arriving very late, and very infrequently at the time.
I wrote the following email: Dear Sir/Madam,
I received in the post today (1st November) PCN FRxxxxxxxx VRN xxxxxxx date of notice 10/10/2022
Due to the current Post office industrial action taking place I have missed the opportunity to pay the 50% reduced price of £65.00
Without prejudice I would like the opportunity to pay at the discounted rate as I do not dispute the PCN, and the late delivery is beyond my control and I have missed this time window.
I would appreciate your timely response and how I may pay the discounted PCN.

I have had no response to the email despite being sent twice. Admittedly the email provided is for representations, and maybe they are rejecting my communication because I am not using it correctly. I can’t find any other email address for the council on their website and the only phone number given is for automated payments.
What to do?!

As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a Hotmail address won't work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:Have a read through some of the other threads there before you post your own, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.
