Phone number to speak to a person TV licencing

I can't sort out what I need to sort from the automated lines I really need to speak to a person. I had to leave my previous address in a hurry when my daughter was thrown out of hospital. Had TV  licence at that address didn't think anything about cancelling that. I have been renovating the property I'm currently staying in for many years and always replied to their constant do I need a licence letters. I didn't get a licence here as she's in bed watching dvds and didn't need one.
I've now got an enforcement visit letter and it was that made me realise I'm still paying for licence at the other property. I've seen there is a refund request but I do not have any paperwork for the licence no ref number or anything.
Is there a working number  to actually speak to some one ?

    You are aware that if TV licence enforcement officers visit they have no legal right of entry so you don't need to let them in?
    Unless they've gone to the effort of getting a search warrant which is extremely unlikely.

    If you look at the email webpage, there is an option that opens up under refunds to send a question s if you don't know your licence or customer number.

    Or you can write to them. 

    Alternatively, their general number works from a landline, just tested it.  0300 790 6130

    The enforcement letter is which is strange as I'm sure previously it was addressed to me. They say they only contact you every 2 years that's total rubbish.

    I can 99.9% state it was addressed to the homeowner/occupier.
    These letters are nonsense. Just ignore them. (As long as you don't watch/record live TV as it's broadcast)

    Yes thanks I have seen about letting them in etc no idea why I have even got this as I've always filled in the forms unless they sent one I haven't got the post is so erratic at the minute. Thanks for the number I'll try that tomorrow every other number just goes to the same automated options which is no help at all.
    I can not believe I've paid all this TV lic for nothing. Done on auto dd I haven't even had a renewal letter from them it's just carried on being taken out of the bank.

    If you didn't need a Licence that you were paying for, you may be able to claim a refund for up to 2 years.  At the very least, you should be able to get your 6 month DD over-payment refunded.

    Most of TV Licensing's day-to-day enforcement is based on hollow, fictional threats.    In particular, if you have a letter from them threatening that a visit is "now scheduled", "will be scheduled" or "could be on X date", then there are millions of those - they mean nothing.

    Yes it's are you going to be home x date which in itself if they were trying to catch people is just down right silly,  they can look through my window see one TV still in the.box and the other all Coved up with very dusty dust sheets from the building work. However I really don't like the thought of them snouting through windows if they venture round the side of the place if I wasn't in  my daughter  who is stuck in bedroom would be totally freaked out.
    I will try for  refund.

    They won't be coming on that date.  They may well not be coming at all.   Unless it's basically impossible for them not to look through windows then they aren't supposed to do that.

    Their "enforcement officers" are little more than jumped up little scrotes with delusions of power & authority (they have neither). You do not have to talk to them or even confirm your name. Having had one banging on my door, and refusing to answer any of his questions, he soon departed. Still get their threatening letters - They get stacked up by the door unopened ready for the day one of their oiks come banging on the door again.

    I'm returning mine, unopened.   I'm beginning to suspect that they are deliberately refraining from using their "entertaining" envelopes so that I might find it marginally harder to identify them.   If true, that's gloriously petty.
