Opening new ISA after closing old ISA

I had a help to buy isa with low interest rate and paid in £200 in April 2022. I have since closed the account but would like to open a new cash ISA - am I allowed to do this? I wasn't sure if I am allowed with remaining limit of £19800, or whether I'm simply not allowed to open one due to a £200 payment in April
