There isn't a one-size-fits-all answer and there's a lot of variance within each, so you'd need to do your detailed research on sites like this:

Define 'best'.
Both will enable you to purchase items abroad. Fee free debit card such as Starling Bank account will probably be cheapest.0 -
What eskbanker says - likewise the Starling recommendation above.Which country/countries are you planning to visit ?0

Whatever you choose make sure you have a backup card from a different bank in case your main one is lost, stolen, blocked or refused - and don't keep both cards in the same place.
Personally, I use Starling as my main overseas spending card plus Halifax Clarity as a backup credit card. When not travelling I use Starling as a savings account, transferring some spare cash onto it at the end of each month so there is a nice balance on it whenever I go away.
I haven't used a pre-paid currency card in years. They may have been a good idea once up a time but they really have no benefits now.0
