Moderation and dealing with trolls

There seems to be a spate of trolls on the site recently, there are 3-4 who visit sporadically with what would probably be regarded as drive by trolling, there is also one currently who seems to to be either a sock-puppet, or a new account of a previously banned user.
These users seem to get a free pass for several days, weeks or sometimes indefinitely despite deliberately derailing multiple threads, posting deliberately inaccurate information and then being confrontational and belligerent when proven wrong. Even though they accumulate dozens, if not hundreds of spam flags, causing multiple threads to be locked and sometimes having tens of posts deleted they are still allowed to continue trolling. If they are at some point finally banned they then create a new account and are back within days or hours and return in a very obvious way with the same posting and linguistic style.
Is there a way that these people can be tackled quicker and with more decisive action, either with enhanced moderation or perhaps giving the forum ambassadors more power to temporarily suspend them until proper moderation action can be taken against them?

Eight threads closed within 24 hours in the consumer rights section.Never seen anything like that before in all the years i've frequented that part of the forum.4
