That is appalling.  Make a formal complaint about that CEO, in addition to the appeal.

He (according to your first hand account) lied to you and he deliberately photographed a sign from a different bay. Chances are he's done this before and he deserves a warning.

I am guessing that he / th council hope that some people will not check and just pay up, as I drove out of the down noticed a total blitz in the area with some of signs covered in grafitti others with stickers.

Yes I can tell you exactly what is underneath that sticker, which has also been applied to other signs on that piece of road suggesting the council have done it.

So the council have covered over the method of payment on the signs but left the location number showing, which any normally educated person would take to mean that all that is in force is a four hour free parking period with permitted hours.

There are some dodgy practices afoot here and it needs exposing.

Also there are no payment terminals.

Just checked the evidence pack and the photo they provided are not  of the same  sign but from the bay before which was not connected with a shop entrance seperating them.

I have tried the other website but for  some reason it does not allow me to register my email (not Hotmail). 

What email are you using?

I have tried to use Yahoo , I do not have access to any other ones apart from hotmail

I guessed it might be Yahoo. Yes, there have been problems using Yahoo, not as many as with Hotmail, but problems nonetheless. Set yourself up with a quick Gmail account (as suggested by @Coupon-mad) and that should clear your way to posting on PePiPoo.

Just use it for this project and then abandon it.

Just stick those bold words into google to find out how.

I have just checked google maps on the street parallel to where I parked and it shows the phone number still on the board and the payment board right next to it .

I will go there tomorrow to the same road and check if the number is still showing or if it has also been covered up.

Thanks for all the help , will log an appeal and make a complaint.

The warden photographed the parked car but made sure only closeups trying to disguise the exact location, luckily there is a man hole in one of his photos which shows it was not where it he said it was.

Just received from Birmingham City council 

"I would advise you that the matter has been fully investigated and I can confirm that the Civil Enforcement Officer has incorrectly recorded the contravention details. In view of this I am pleased to confirm that the Penalty Charge Notice has been cancelled."
