Pcn Council ticket obscured sign post.

Received received a parking ticket from Birmingham City Council today but  not too sure why.

I was parked (see photos) within the bay and left within 4hrs and was there from 11-2.

The ticket says 

Parked without displaying a valid pay & display ticket or voucher. 

I seen another  traffic warden as I was leaving and was told that someone had put a sticker covering  the restrictions and it really should not have been issued but did not want to get involved. 

Will appeal, should I mention what the traffic warden said or will the pictures be sufficient.

Since we specialise here on MSE with parking charges from unregulated parking companies you will be better taking this over to our friends on pepipoo.com as they are the council and police motoring specialists.

You will need to register on pepipoo with a non-hotmail email address before reading the FAQs, then posting both sides of your redacted PCN with your query.

Thanks would the pictures be sufficient or should I also mention what the parking warden said.

I suggest you ask that question over on pepipoo as they are the council parking experts.

But you just put in your evidence (all if it) and will probably have to repeat it all again at NTO stage.  Then you will win.

Well that sign was exactly the same in May 2022 so I don't see that the council have a leg to stand on:

Just checked the evidence pack and the photo they provided are not  of the same  sign but from the bay before which was not connected with a shop entrance seperating them. 

They also failed to photograph the sign next to it which has the sticker obscuring something (any ideas what's underneath?).

I parked in the bay in front of the black car, also in the evidence was a reflection of the person who issued the ticket and it was the same guy who said it should not have been issued. 

I have tried the other website but for  some reason it does not allow me to register my email (not Hotmail).

That is appalling.  Make a formal complaint about that CEO, in addition to the appeal.

He (according to your first hand account) lied to you and he deliberately photographed a sign from a different bay. Chances are he's done this before and he deserves a warning.

I have tried to use Yahoo , I do not have access to any other ones apart from hotmail
