    This is what I think, I will keep an eye but wonder if I should make the down pipe seal the bottom pipe better so it’s water tight? 
    I wouldn't. Worst case scenario then could be that the whole DP fills up and you get water pouring down your house wall!
    I don't know if there's an 'easy' solution - can the soakaway contents be sucked out, I wonder? Over time they just get filled with leaves and debris, and can't soak away.
    Meanwhile, I'd rather have and inch or two pooling around the gulley, than water gushing down my walls.
    They can be ugly, but Stuart's idea of a butt makes sense. In current conditions, it will likely fill up very quickly, but then you have the option of running a hose from it to, say, the roadside gutter now and then? At night...
