Rent in Section 21 Period

Should tenant pay full month or part period? (i.e. October 28 - November 21) 

The tenant should pay until the end of the tenancy, which will be 21 November 2022 (assuming the s21 notice was valid). It will only be earlier if the landlord and tenancy agreed on an earlier termination date.

Often tenants leave a bit early to allow time for cleaning, and then hand over the keys on the end date.

But unless the termination date has been changed by agreement, rent should be paid until 21 November.
