Yes that's the first point (plus an embedded image of your proof of parking elsewhere instead) but of course you'll have seen from the NEWBIES thread 3rd post that there are 2 or 3 other template points that follow.

Plus that section shows you what a POPLA appeal with embedded pics looks like., and which tedious POPLA box to tick.

When you say there are 2 or 3 other template points to follow are you referring to this draft shared in the newbies thread?

    https://www.dropbox.com/s/p7ltb9rcr6zy7kn/Appeal_stage2_POPLA_ECP_draft5.pdf?dl=0

I gather that the main point I should be making is respect to grace periods, but which other points apply.

Might it be worthwhile mentioning that since the offence I have now been issued a blue badge for my daughter?

One thing I have noticed in the newbie thread is about making the point that the operator has not proven that the person they are pursuing  was the driver, but in the appeal stage there was a mandatory question with respect to identifying myself for being the driver (I'm a named driver for this vehicle and not the registered keeper). I presume that this line of argument is therefore unwise.

Which are the other template points you believe I should be making please?

That's a link to a POPLA appeal which isn't what I meant by 'Template POPLA Appeal points'.  They are all explained in the third post of the NEWBIES thread and you can see each one there.

in the appeal stage there was a mandatory question with respect to identifying myself for being the driver.
No there wasn't (that is not allowed by the BPA). I sincerely hope you didn't tick 'driver'.

ParkingEye do NOT have a mandatory question asking that.  You know from the NEWBIES thread to always tick 'registered keeper'.

I don't know if there is a way of clarifying but from memory I ticked the option which said I am a named driver and not the registered keeper. I seem to recall there being three options to select from a star indicating it was mandatory.

I've just searched the newbie thread for 'registered' and think I missed this at time of appeal sadly.

Postal PCN from a BPA or IPC member ? (i.e. with no mention of any windscreen ticket):

A postal PCN or NTK might be headed up 'Reminder' or 'Charge Notice' or it may even be a letter from a debt collector - it is your Notice to Keeper, in effect, if it's the first letter to arrive. No need to wait, appeal online as registered keeper (or as ''hirer/lessee'' if that's the case, see * below re lease/hire cars).

This is why not to name the driver (thanks to The Slithy Tove for this explanation):

    Where does this leave me?
  • You should also be approaching the owner of the car park (which won't be PE), and try to get them to cancel it.

By asking them to cancel it in writing, by post?

How would I find their contact details?

Am I still likely to have success appealing to POPLA despite admitting I was the driver?

I've been searching for the owner via the methods given in the link. Thank you. However, I'm not having any success when resorting to land registry which requires a postcode. When I input the postcode given on the PCN (PR1 2UP) a list of properties come up with varying property numbers but no number is mentioned on the PCN. I'm unable to determine if any of these numbers are referring to the car park. It appears not.

On google, the car park is displayed as Seed Street Car Park (PR1 2XD), but on my PCN the address given is Corporation Street. These two streets run parallel to each other and are about 50m apart with the car park in between. The entrance is via Seed Street as per google.

When I input the postcode given on google in to land registry, again no properties listed seem to be the appropriate car park.

I don't want to give up, but I'm stuck.

But isn't this a place that has cropped up endless times on this forum and there IS a known issue because PE's contract is with another parking firm, not the landowner?

I could remembering it wrong.  Obviously reading similar cases on the forum tells you.

You've searched the forum for Seed Corporation we assume (the 2 unusual words) and read all the threads that have been there, done that?
