ParkingEye PCN Albert Place Leicester

I need some help please.
I'll give some background. Went to a dessert restaurant on 09/09/2022 with some friends. I left my umbrella there. Went on 10/09/22 to collect the umbrella, parked at their designated shared car park for 5 mins, where you go into the restaurant and input your registration number. I went in tried to put in my registration but their iPad wasn't worked. I got worried and asked the lady on the front desk, she said "don't worry if you get a PCN we'll sort it". I got a PCN from parkingeye on 15/9/22. So I called the restaurant and spoke to the lady who said she'll sort it with the manager and will call back. Didn't hear from them, so I messaged head office a few times.  In the meantime I thought I'd appeal it so did so on the 27/09/22 as I was going away, explained the following and giving all evidence. My bank transaction to the restaurant on the 9th, explaining on the 10th went to get my lost properly and was there for 5 mins 15:43:31 to 15:48:48 which is logged on the ANPR camera system, and according to clause 13 of the BPA it shouldn't have been issued, as every driver is allowed a compulary 5 mins cooling off period (I was 17 secs over the 5 mins). I had no intention of staying there apart from getting my lost properly and safeguarding myself by wanting to put my car reg on their terminal but due to technological reasons I couldn't. I also explained  lady there on the day said they would "sort it". I attached screenshots of the message from head office saying it'll be resolved. Phone calls. 
The manager of the restaurant called me  30/09/2022 assuring me he'll get the PCN cancelled and would confirm by that evening or Monday 3/10/22. I didn't hear anything and the appeal from ParkingEye came through, they didn't even acknowledge Clause 13 but said there is "no sufficient evidence - can't locate my registration number on the system" even after telling them the terminal at the restaurant was not working! So as a "gesture of goodwill, will reduce the fine to £20". But I do not believe I was doing anything wrong and the circumstances of the iPad not working and the 5 mins I was there should be taken into consideration.
I messaged the manager again, as he gave me his business mobile number, he sent me a screenshot instructing the landowner to cancel the fine. Said to ignore the appeal. But when I look at the portal and pretend to pay as advised on here it still shows "£20 payment is due". I messaged the manager again and he said the person that usually sorts the cancellation is away and as soon as he is back will give me confirmation it is cancelled. In the meantime ignore everything sent by parkingeye. Interestingly, if I go to appeal it again, it allows me to put in another appeal...so I'm a bit confused about that? I also emailed [email protected] from reading other people's experiences asking parkingeye to confirm it's cancelled as per the manager's request but no email from parkingeye yet. 
The 14 days to pay the reduced £20 is 19/10/2022....any advice of help would be very much appreciated. It's really stressful!

    Just make a note of day 30 after the rejection letter, because that's when the POPLA appeal will need putting together (POPLA Codes last 33 days but don't leave it till then).

    Do you have a copy of an email or the manager confirming that the keypad wasn't working that day?  Get that by email or text.

    Do you have all these text messages? Just checking these are not partly phone calls as they are no evidence for POPLA:

    I was hoping it gets cancelled by the manager before I have to appeal to POPLA. But yes, I will definitely keep a note of when the 30 days are up. 

    No, he has never wrote to confirm the iPad wasn’t working on the day. But the lady on the day knew it was not, and she confirmed this to him. 
     I only have messages to say he has cancelled the PCN. And also, have evidence to say, the person who sends the request (maybe the landowner of the car park) to PE is on holiday, so will confirm cancellation when he is back. 

    I hope he sends me the confirmation next week otherwise will have to chase again. 

    Is it worth me sending another appeal in? As the PE portal is allowing it again or wait and see what happens?  

    Also, does clause 13 of the BPA code of conduct, of the 5 mins compulsory cooling off period, apply to my case if it does go to POPLA? In the original appeal PE have taken no notice of me mentioning it. 

    I really appreciate all your advice. Finding this super stressful.

    No more appeals to PE.

    Either the landowners will cancel it in the next week or so, or you'll need to work on evidence for POPLA after that.

    I got a £100 fine at Alfred Place for being in there for 5 minutes.  I also stumbled on one of the large potholes which litter the site and hurt my hip.  Anybody know who owns the carpark?

    I forgot to add that I had to go back to my car for more money as the signage says £2 for 2 hours but the machine wouldn't accept less than £3.

    Not sure who owns the car park. But I went to one of the restaurants that say you can park there but to register the reg number. Did you visit any of those stores? If so definitely contact the manager
