I can now see the newbies thread, there is more then 1template. not sure which one to use, but I think important to state that this was over 5 months ago, and they normally have 14 days/28 days to issue the ticket, I know if it is a lease, it can take them longer, but no lease0

So you just use the appeal template (there is only one for non-lease cars) and add that the NTK is non POFA due to the date served.
You can write whatever you like in fact as long as you DON'T imply who parked and don't tick 'driver' on their appeals page!
You could even write:
I am the keeper. Your NTK is non-POFA so get lost or gimme a POPLA code. Love & kissesPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

One more thing to ask, in terms of not declaring who was the driver, that car park is monitored by the camera, that's why a ticket wasn't issued in the vehicle, so buy not declaring was driver, can they say they saw the driver on video ?0

Even if they have an image of the driver, how on earth do they put a name to that person behind the wheel?2 -
