You need to take photos of the camera and all entry/exit points of the car park, especially if there is only one, to prove that this single camera only takes images of the front of a vehicle on entry, and only takes an image of the rear of a vehicle on exit. You need to prove that it is impossible to take an image of the front of a vehicle that is exiting the car park.
Complain to the landowner and your MP and warn the claimant you will report them to the ICO if they continue with the claim, then do so when they fail to comply.
