It is not illegal but it will cause an MOT failure, not having a spare wont.

Before soemone says is it me with the bald tyres, its not, i check my tyres regulary as i want to be safe, its someone i know who has bald tyres, if the driver has had his licence for under a year is the penalty worse as opposed to someone who has had a licence for 3 years
If they occur 6 points then they revert back to provisional licence and would need to re-take their test.
you will be fined and you will get points for carrying a bald spare tyre,but you wont get points or a fine if you dont have a spare tyre.
i know it sounds crazy but this is the truth,i think its because potentially you could drive with the bald spare.
it is not a myth about getting 3 points for each tyre it is possible and they will all show as individual offences.
