My price cap for electricity is 35.48 per kWh.  Would this be right , is the publicised 34 only an average.

Yes there are regional variations some pay 33p some 35p.

How do you pay your bills. That price will be the direct debit price, if you pay by cash/cheque it’s higher

I pay each month by DD that covers the months bill.  They told me it would be the same rate if I set up a DD for same amount each month which I was willing to do.

It will either be a payment type difference, or you're not actually in the region you think you are (very easily done).

Edit: just seen you've said you're in the East Midlands, you're probably in the bit that's actually on the edge of the Eastern region.  I'm on a border too, again on the more expensive side - lower standing charge does not at all make up for the higher unit rate.  It's a slight pet peeve when I'm feeling a bit irritable, to be honest.
