The flats are different in size, and we have our own separate controllers, so different amounts paid. Our freeholders and managing agents are not competent enough to give sensible answers. We have been asking questions for years and still have not got answers.

We have meters attached to the HIU but these are for hot water only, not for heating/cooling.

As an update to my post as a meter reader for many years , i have come across a few flats ( Howden East Yorks ) where on my hand held data collector  listed all the gas meters having the same serial numbers which I assumed was an admin error.

The gas meters were all outside with different serial numbers as they all have to be ( metric meters ) and the meters were all given a flat number which corresponded with my flat numbers so I entered the readings as normal with no feedback from this for years

There were a few other flats in different areas  I encountered with this mess up so it appears its not a one off with just  sloppy admin the cause
. It made no difference if I updated the true gas meter serial number , they never corrected it .
So long as the meters were labelled correctly to match the actual flat numbers then it seems to work ok .

Useful to know that this happens. We would all be happier if we could see our own meters, but it seems not.
