Flight delay due to baggage delays

A flight I took was delayed due to baggage loading issues at Heathrow.
Missed connection meant 5.5 hours delay

at the moment I don’t think this counts as extraordinary circumstances.
airline say out of their control and rejecting claim.

is there somewhere I can find precedent or something solid to help?
Every time I Google I get information on compensation for lost or missing baggage and this is 
compensation for delay cause by baggage loading delays.
