    fair enough - I wasn't sure if it was something we collectively knew.

    Ignore the 'Yes' and 'No' tabs, they are pretty meaningless.  Most PPCs just farm out their 'debts' to a debt recovery agent, regardless of what it says in the tab.

    I think the Debt Recovery column just means whether or not they do their own in house "debt" chasing.

    Some BPA members carry out debt recovery activities but are not PPCs.
    Some BPA members carry out parking activities but not debt collection.
    Some BPA members carry out parking activities and debt recovery.

    that makes sense, thanks for clarifying. Seemed an easy way out if they weren't allowed to recover "debts"

    Appeal rejected with Spring, so on to the POPLA stage.

    Seems to be a template reply, as it says "we have considered everything including any evidence enclosed", which I'm sure they just send to everyone.

    Quick question, I've only received the decline email, I haven't received a NTK.

    I think I'm right in saying they have effectively 56 days to send it, however I have to appeal to POPLA 28 days from the appeal decline, which takes me to just before.

    Can I appeal on no NTK if they're still technically within timeframe to send it?

    Also if POPLA isn't legally binding, why do they care the outcome?

    As @95Rollers said, PoPLA are not truly independent, nor are you obliged to accept their assessment. However, the PPC ARE obliged to comply. So, if PoPLA rule against the PPC it can go no further and you have won.

    Which is why, as said, they bend over backwards to help the PPC and keep the revenue stream going, IMHO

    POPLA Codes last until day 33, trust us.
