Update: So I spoke to Beat The Cold, who make referrals for the scheme. They are now processing a new referral under Eco4 Flex after I passed the eligibility criteria / filled out the application form / provided income evidence. They said they couldn't understand why the council told me the funding had run out, because according to them there was plenty of funding available under the current Eco4 Flex scheme. Oh well, who knows?!
