hi, ZC got back to me with the following:
"we cannot transfer liability on this violation as we are a car sharing club (not hire) we do not have a signed member contract or lease agreement. To clarify the right to appeal is held by the registered owner of the vehicle in this case is ZC. Reviewing this violation, we are satisfied this has been issued correctly, As this fine has been settled with the issuing authorities and the costs applied to your account both the issuing authorities and we consider this matter resolved."
This response doesn't seem to come from the UK though.
i will complain to CEO, BVLRA, etc but just wanted to check do i need to contact parking eye with the template mentioned above?

If I were to lend my car to you and you were to pick up a parking ticket, beit private of council, of course I can name you as the keeper at the time of the parking event - even though I too am not a hire company nor would I have a hire or lease agreement with you.

You should go back to them and ask to see the "list of registered owners" anywhere in the UK. It does NOT exist!2

You have paid this in error and as such you must refund any charges that you have mistakenly passed to myself.

And ask them whether that is their final word and are they BVRLA members (or do they use a different ADR) because you will now escalate this complaint to the applicable ADR and will be instructing the card provider to reject and return the debit because it isn't covered by the ZipCar t&cs, isn't a fine from any authority and was unauthorised.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Zip Car is an American company and a subsidiary of Avis which is why they are spouting all this rubbish, their website is woeful, and their Trust Pilot ratings on customer service are bad.I wonder what they would do if the driver was caught by a speed camera pay the fine and ask the "owner" to surrender their "driver's License" I doubt it!2

The language used by Zipcar in this case does have a very American slant to it - its certainly very different to that used by other hire company's when they get a parking charge notice as issued by a PPC confused with a real parking ticket issued by a real authority.Either which way Zipcar, by using terms like infraction, registered owner and so on are digging themselves into a nice little hole.I get the feeling that Customer support, or whatever part of Zipcar is sending out this rubbish is either American based or based over seas and has no experience or understanding of the UK - and as most people will just rolll over and not fight this sort of thing then when they meet a challenge they will just carry on with the non senseI'm a big fan of treating others with the respect that they deserve, PPCs, those who dig their heels in with PPC cases ie the nothing to do with us brigade and managemetn companys in residential cases plus incompetent so called professional hire companys deserve zero respect and no room for niceties - be blunt, to the point and if needed a little rude hence:Dear Zipcar re email, as you should be aware no violation has occured, and in the UK there is no such entity as a registered owner.
