Well, they are already talking in terms of "recording" needing a Licence, and that's part of "receiving".

I don't know if they would try a prosecution based on a Sky box (say) receiving and decoding a signal whenever powered on and connection to the dish.   I think it would help for them to offer guidance on how to use such equipment without a Licence to access old recordings or listen to radio, but they are simply not in the business of being that helpful.

I think that receiving the "live" broadcast and recording it is in the scope of requiring a licence.
A Sky box would need to be broadcast-enabled to record programmes.

Netflix, Amazon Prime, Apple TV, and YouTube have non-broadcast content.
ITV Hub and NowTV have some too, but I'm not sure how they separate live from non-live.

Of course, paying subscriptions to any of those services would negate the point

  • If Capita come to your door ask "Who are you?"
"T.V. Licensing." "No thanks" and shut the door. Do not engage in any conversation, don't say anything except no thanks.
They have no right of entry other than the rare occasion they obtain a lawful search warrant.
They are sales people on commission, nothing else, whatever they wish to call themselves.

    This might help.
TVL's response is too vague.   Hopefully BBB will keep digging for a more definitive answer.
